About the Role
The International Trade Centre is recruiting a Programme Assistant (LICA 7) on a full-time basis in Kenya. This is a support position within the organization’s project administration function, working on digital sector interventions in displacement contexts. As a Programme Assistant (LICA 7) at International Trade Centre, you will report to a senior manager and serve as a coordination hub between project teams, partner organizations, and internal departments. The position involves both desk-based administrative work and field missions supporting implementation activities across the organization’s portfolio.
Key Responsibilities
- Review, evaluate and revise all digital sector intervention submissions under assigned projects, confirming alignment with guidelines and programme objectives; identify gaps or inconsistencies, request clarification from team members and partners, assess responses, and produce summaries with actionable recommendations for management.
- Liaise with implementing partners to arrange and formalize financing structures; obtain required approvals and establish monitoring frameworks through scheduled reporting cycles, periodic review meetings and field visits.
- Prepare and maintain component budgets and financial forecasts based on partner submissions; develop monitoring checklists and track completion of required follow-up actions.
- Compose external communications and project documentation including reports, briefings, correspondence and background materials on programme activities.
- Act as primary coordinator for implementation monitoring and expedition; track project progress against agreed workplans, identify implementation obstacles, propose corrective measures, coordinate across organizational units, prepare terms of reference, process administrative approvals, manage recruitment and staffing actions, coordinate travel arrangements, oversee training events, authorize payments and fund disbursements, and manage equipment and service procurement.
- Provide secretariat support to steering committees, task forces and working groups; prepare meeting agendas and supporting documents, record minutes, circulate outputs and monitor action item completion.
- Undertake field missions and site visits as required to support programme administration, operational oversight and activity verification.
- Build and maintain internal project databases; organize and manage all data and documentation relevant to programme scope and activities.
Requirements & Qualifications
- High school diploma or equivalent educational qualification.
- Nine (9) years of demonstrated experience in programme or project administration, technical cooperation or related field. Experience may be reduced to seven (7) years if you hold a first-level university degree or higher.
- One year or more of professional experience supporting digital economy initiatives in displacement-affected contexts is preferred.
- Competent in data collection using multiple methods and able to conduct independent research and analysis using electronic sources, databases and internet resources.
- Demonstrated ability to manage multiple competing priorities, apply sound judgment to assignments, and plan and organize own work within set timelines.
- Strong written and verbal communication skills; ability to tailor content and tone to different audiences and maintain clarity in correspondence and reporting.
- Ability to work collaboratively across teams and organizational units; capacity to value diverse perspectives, support collective decisions and share responsibility for team outcomes.
- Understanding of gender perspectives and commitment to ensuring equal participation of women and men across all assigned work areas.
