About the Role
Christian Blind Mission (CBM) is recruiting a Programme Finance Officer for a full-time position based in Kenya. This role sits at the centre of financial oversight across CBM’s partner portfolio, managing budgets, compliance, and financial systems for projects aligned with donor requirements and local regulations. The position operates 37.5 hours per week and is filled locally under the employment conditions of Kenya.
As a Programme Finance Officer at Christian Blind Mission (CBM), you will bridge the gap between CBM’s country office and implementing partners, ensuring sound financial management across the project lifecycle. You’ll combine technical financial skills with capacity-building expertise, helping partner organisations strengthen their internal controls and reporting practices while meeting both CBM and donor standards.
Key Responsibilities
- Develop and review project budgets during planning stages, verifying compliance with donor requirements, tax obligations, and local social security regulations.
- Conduct partner financial assessments collaboratively with the Partner Portfolio team, identifying gaps and recommending improvements to financial systems and controls.
- Design and deliver capacity-building programmes for partner staff covering financial reporting, budgeting, financial statement preparation, procurement policies, forecasting, and internal controls aligned with CBM and donor guidelines.
- Facilitate training workshops, coaching sessions, and one-on-one coaching for partner finance teams on financial management and compliance topics.
- Review partner financial statements including income and expenditure statements, balance sheets, bank reconciliations, and cash flow statements to ensure accuracy and compliance.
- Conduct annual financial monitoring visits (both remote and in-person) to verify compliance, perform voucher sampling, verify documentation quality, and assess expense eligibility.
- Coordinate financial reporting processes by reviewing quarterly and annual reports, reconciling figures with bank statements, analysing budget versus actual expenditure, and supporting forecast reviews.
- Support partners in responding to donor financial queries and maintain updated documentation for all project finance matters.
- Identify financial risks, assess their potential impact, and recommend mitigation strategies to project officers and country leadership.
- Coordinate internal and external audit processes, draft auditor terms of reference, and follow up on implementation of audit recommendations related to accounting, legal, and tax compliance.
Requirements & Qualifications
- Bachelor’s degree or master’s degree in Finance, Accounting, or equivalent professional qualification.
- Minimum 2 years of experience working in the international or local NGO sector, or equivalent experience in development finance.
- Demonstrated proficiency in budgeting, financial reporting, and accounting principles with practical application in grant-funded environments.
- Experience managing grants including compliance with donor regulations, financial reporting requirements, and audit protocols.
- Strong analytical capability to examine financial data, identify trends, and draw informed conclusions for decision-making.
- Competence in identifying financial risks and implementing controls to protect the integrity of financial operations.
- Familiarity with financial software systems such as QuickBooks, SAP, or comparable accounting platforms.
- Professional fluency in English; local language proficiency is valued but not required.
- Ability to communicate clearly both verbally and in writing when liaising with donors, stakeholders, and team members across multiple levels.
- Proven capacity to deliver training and coaching on financial management practices to staff with varying levels of financial literacy.
- Meticulous attention to detail in maintaining accurate financial records and ensuring report completeness.
- Commitment to ethical standards and transparency in all financial dealings and decisions.
