ERT Humanitarian Access, Safety and Security Coordinator
The International Rescue Committee (IRC) is seeking an experienced ERT Humanitarian Access, Safety and Security Coordinator to lead critical safety and security management across emergency responses.
Major Responsibilities
Humanitarian Access, Safety and Security Management
- Lead identification, analysis, and mitigation of humanitarian access, safety and security risks across emergency responses in collaboration with Field Response leadership, ensuring alignment with IRC’s Security Minimum Standards (SMS) and duty of care
- Develop and implement specific access, security and acceptance strategies in coordination with Emergency Country Director/ERT Leader and Regional Safety and Security Director (RSSD)
- Build and maintain relationships with authorities, security actors, and community stakeholders to ensure IRC’s mission is understood and accepted
- Establish and maintain emergency-appropriate incident reporting and trend analysis systems
- Construct and maintain context-appropriate communications infrastructure (VHF/HF/satellite) in emergency responses
- Serve as member of Field Critical Incident Management Team
- Provide technical input to assessments and proposal development for new programs
- Coordinate with Country and Regional HASS staff on policy implementation during emergency responses
- Ensure sustainability of HASS management systems and appropriate handover to Country Director
- Collaborate on Code of Conduct violations and humanitarian principles breaches
- Input into SHIELD incident database for reporting and management
- Report to DEHASS on all technical and contextual humanitarian access, safety and security issues
Learning & Development
- Design, deliver, and supervise emergency HASS capacity-strengthening plans
- Contribute to design and delivery of capacity sharing initiatives including negotiation and READI training
- Lead and facilitate Critical Incident/Crisis Management training for emergency response teams
- Maintain training records and report data to regional and global security levels
- Support development and updates of HASS technical resources and training materials
- Support monitoring, analysis and reporting of global access and security incidents and trends
Partnerships
- Lead delivery of partner capacity sharing plans in emergency contexts
- Ensure quality, accountability and consistency in emergency HASS work led by IRC’s local and national partners
- Review partner technical tools, reports, and data
- Adapt IRC direct implementation emergency tools and systems for partner use
- Champion culture of effective and respectful partnerships across Emergency S&S team
Team Culture
- Build and maintain strong working relationships across EmU, Global S&S Department and regional/country colleagues to promote partnership and One IRC ways of working
