About the Role
Medecins Sans Frontieres (MSF) is recruiting an ICT Supervisor for a full-time position based in Kenya. This role sits at the center of the organisation’s technology operations, responsible for maintaining, monitoring, and supporting all IT and telecommunications infrastructure across project sites. The ICT Supervisor will ensure that systems run reliably, securely, and in line with MSF standards, while providing hands-on technical guidance to users at all levels.

Key Responsibilities
- Oversee the condition, upkeep, and performance of all IT and telecommunications equipment, tools, and services across the mission in compliance with MSF standards and protocols.
- Design, implement, and continuously strengthen data security controls including firewalls, user access permissions, backup systems, equipment hardening, and software protections to guarantee data integrity and rapid recovery during emergencies.
- Deliver frontline technical support to all staff and advanced troubleshooting to logistics teams working with IT and telecom systems; escalate complex issues to the Information Systems Specialist or HQ Technical Referent as needed.
- Conduct training sessions and provide ongoing educational support to users on MSF IT protocols, best practices, and system use; develop advanced training materials for technical staff.
- Generate regular activity reports for assigned sites and maintain complete, up-to-date documentation of users, ICT configurations, and infrastructure changes.
- Contribute technical expertise to annual IT and telecommunications budget planning and support procurement processes for local equipment purchases.
- Plan, schedule, and report on all site visits to ensure consistent oversight and delivery of technical responsibilities.
- Track and resolve daily IT issues using the MEMO system, ensuring work orders are completed accurately and on schedule; oversee preventive maintenance schedules for all hardware including laptops, tablets, phones, and communications systems.
- Manage the shared network drive (Nastor), ensuring staff follow backup protocols, maintain organized file structures, and receive training on proper usage.
- Administer the OCP Kenya SharePoint environment by managing user permissions, organizing document libraries, and training staff on collaborative features.
- Maintain complete IT and telecommunications asset records from receipt through deployment, decommissioning, and disposal to ensure accountability and resource efficiency.
- Support the Monitoring & Evaluation team with technical guidance on electronic medical records systems and liaison with EGPAF and Ministry of Health on system upgrades.
- Oversee the digital divide training center, coordinating capacity building sessions and serving as the knowledge hub for staff development.
Requirements & Qualifications
- Bachelor’s degree or Diploma in Computer Science, Information Technology, or equivalent qualification from an accredited institution.
- Minimum two years of hands-on experience in IT support roles, with demonstrated ability to troubleshoot hardware, software, and network issues in healthcare or similar operational settings.
- Proficiency with current Microsoft operating systems and applications, including Windows 10/11, Microsoft 365, Teams, SharePoint, OneDrive, Intune, and Active Directory/Entra ID.
- Solid knowledge of computer hardware, maintenance procedures, networking concepts, protocols, email systems, IT security fundamentals, and IT Service Management tools.
- Understanding of server management, including modern Microsoft operating systems, Active Directory administration, and virtualization platforms such as Hyper-V.
- Working knowledge of radio telecommunications, including HF, VHF, GSM, and satellite communication systems.
- Strong ability to explain technical concepts clearly and train staff at varying skill levels; patience and communication skills essential for user support.
