Job Description (Roles and Responsibilities)  

Main purpose of job:

The National Crime Agency (NCA) is the UK’s lead agency in the fight against serious and organised crime. The International Department employs International Liaison Officers (ILO’s) across the world to act as the conduit between the UK and the host country when dealing with law enforcement tasks and criminality that affects the UK.  ILO Nairobi works closely with Kenyan law enforcement partners in its fight against Serious Organised Crime; including Organised Immigration Crime (OIC), narcotics trafficking, and Online Child Sexual Abuse and Exploitation,  which are strategic objectives for the NCA.  ILO Nairobi is also the point of contact for all Kenya-based enquiries with a UK nexus. This work can be varied and rewarding in nature. ILO Kenya, based at the British High Commission Nairobi also plays an important role in the wider HMG supporting FCDO colleagues with their objectives under the country plan.

The main purpose of the role is to effectively support the ILO in Nairobi in the successful delivery of UK NCA objectives by managing administrative, logistical and project management tasks.        

  • You will support the NCA’s International Liaison Officers [ILOs] with administrative and logistical management, attending programme meetings, supporting Kenya/UK learning exchange initiatives, and assisting in maintaining host nation relationships.
  • You will support the NCA ILOs in overseeing the financial health of the Post by managing budgets [in excess of £1million], ensuring compliance with NCA policies. Responsibilities will include assisting in developing and managing financial plans, forecasts and budgets, monitoring expenses and ensure cost-efficiency, ensure accuracy and compliance with NCA accounting procedures and prepare financial returns / reports to Senior Managers.
  • You will utilise project management skills to make sure that capacity building programmes run smoothly to time and budget.
  • Responsibilities will include managing resources; contractors and third-party collaborators, communicating with key stakeholders, and mitigating risks, manage project scope, schedule and costs through structured processes.
  • You will support the NCA ILOs through administrative and logistical support often in relation to sensitive and high-priority investigations. On occasions this will involve secure handling of information, while adhering to strict confidentiality and legal standards. Responsibilities will include office and operational support to NCA ILOs, review of publicly available information [open source], preparing meeting notes and official communications
  • You will be responsible for supervising 1 x CBS [NCA Driver / Assistant], ensuring tasks are completed efficiently and that they support NCA goals.  In this role you will assign and monitor tasks, provide guidance, support and solutions to issues, track individual performance and report performance in accordance with FCDO policies and processes.

Resources managed:

1 x CBS AA/AO

Previous administrative/project management and budget management experience or other relevant transferable experience. Specifically;

  • Excellent spoken and written English
  • Excellent organisation skills with a keen eye for detail
  • Excellent persuasion, guidance and negotiation skills required
  • Good IT skills, in particular the ability to order and analyse data utilising the Microsoft Office Suite;
  • A high level of discretion and integrity.
  • A flexible approach which may involve work and travel outside core hours
  • Successful security clearance both from UK and Kenyan law enforcement (following successful application).

Desirable qualifications, skills and experience  

  • Previous experience of working in a law enforcement environment is desirable.
  • Previous experience of project management including budget management skills, with a proven ability to manage complex relationships.
  • Previous professional experience within an overseas mission, international projects or policing organisations,
  • Experience of managing staff and have proven leadership skills.
