Position Summary/ Purpose:
The Programme Officer is responsible for coordinating and supporting the implementation of Programme operations in their respective sub-county according to the approved plans. The role requires the following:
- Competence in understanding and executing Programme Operations.
- Coordination of efforts among various Programme stakeholders.
- A deep understanding of the local environment.
- Proficiency in managing the Management Information System (MIS) of the HSNP.
- Proactive work with minimal supervision.
- Effective communication, especially with beneficiary households, who may not be literate and represent the most vulnerable.
Key Responsibilities:
Duties and responsibilities include:
- Providing input to the County Programme Manager (CPM) to incorporate sub-county-specific issues into the planning and execution of HSNP Operations.
- Leading the planning and execution of all HSNP operations in the sub-county.
- Participating in County Technical Coordination Group (CTCG) meetings to provide input on HSNP Cash Transfer matters and gather feedback from the payment service provider representatives.
- Identifying issues during Programme implementation and taking remedial actions with CPM approval.
- Acting as the HSNP focal point at the sub-county level while representing NDMA.
- Engaging with stakeholders, including local government representatives, to gain support for the Programme.
- Facilitating the implementation of the HSNP communication strategy to ensure beneficiary awareness and engagement.
- Distributing beneficiary names among Chiefs and Assistant Chiefs before payments and ensuring transparency.
- Leading communication and mobilization campaigns for Programme operations in coordination with stakeholders.
- Handling Case Management forms and complaints, including validation and resolution.
- Managing the MIS reporting and operational interface for case management.
- Collaborating with relevant institutions to address beneficiary rights issues.
- Facilitating the acquisition of National IDs by Programme beneficiaries.
- Generating required reports for the CPM.
- Developing and implementing sub-county registration plans.
- Providing technical assistance to registration staff.
- Monitoring registration activities, data enumeration, and data quality.
- Participating in monthly meetings to address significant issues.
- Conducting community-based validation processes.
- Randomly monitoring field activities for beneficiary interactions.
- Filing progress reports and adhering to security guidelines.
- Performing other duties as assigned.
Qualifications:
Candidates for this role should possess:
- A Bachelor’s degree in Social Sciences or related fields from recognized institutions.
- A minimum of 3 years’ experience in social protection, cash transfers, or relevant areas.
- Proficiency in English, Swahili, and a local language.
- Computer literacy with skills in Microsoft Office and MIS management.
