About the Role

UN-Habitat is recruiting an Administrative Officer, P3 NGO Job UN-Habitat for a full-time position based in Kenya. This role sits at the intersection of human resources management, personnel administration, and office operations within an international development organization. The successful candidate will manage recruitment workflows, staff performance systems, and administrative infrastructure while ensuring compliance with institutional policies and procedures.

Administration in Kenya within the UN system requires someone who can balance regulatory compliance with practical operational support. You will report to the Chief of section and work across multiple departments to streamline HR processes, manage staffing tables, and provide advisory support to management on personnel matters.

Key Responsibilities

  • Manage the full spectrum of human resources administration including recruitment, placement, promotions, performance appraisals, job classifications, staff separations, and training programs while maintaining alignment with UN regulations.
  • Design and oversee strategic talent pipeline initiatives for non-staff personnel categories, ensuring future leadership and technical skill requirements are met.
  • Establish and communicate conditions of service, duties, responsibilities, privileges and entitlements in accordance with Staff Rules and Regulations.
  • Support the implementation and ongoing management of the e-Performance system across the organization and address rebuttals and investigation cases as required.
  • Monitor monthly post incumbency reports to maintain accurate vacancy records and control staffing tables across all positions.
  • Advise programme managers on the use of Inspira recruitment systems and ensure compliance with administrative instructions on staff selection procedures.
  • Respond to staff grievances and personnel concerns by facilitating discussions between individual staff members, supervisors, and staff representatives to develop workable solutions.
  • Oversee office technology needs assessment, coordinate equipment and software maintenance, and manage system enhancements to support administrative functions.
  • Gather personnel data, analyze trends, and produce reports using data visualization methods to support planning and decision-making across the organization.

Requirements & Qualifications

  • Master’s degree in business administration, public administration, finance, accounting, law, or a related field is required. Alternatively, a bachelor’s degree combined with two additional years of qualifying experience in administration or a related discipline may be considered.
  • Minimum five years of progressively responsible experience in administration, finance, accounting, administration management, or related fields is required.
  • Demonstrated experience in recruitment and staff selection using integrated information management systems.
  • Proven experience providing strategic administrative advisory support to managers and staff in an international organization setting.
  • Experience managing large-scale staffing tables and personnel records is highly desirable.
  • Background in supporting organization-wide change management initiatives is desirable.
  • Completion of formal training in data analytics, business analytics, or data science programs is desirable; two or more years of practical experience in data analytics or related areas is a plus.
