About the Role

The Administrative and Logistics Technical Assistant Kakuma at Norwegian Refugee Council is a full-time position based in Kenya. This role sits at the intersection of office operations and supply chain support, providing essential administrative and logistics functions to enable the organization’s humanitarian work. You will report to the Line Manager and work within a structured framework of organizational policies and donor requirements.

Norwegian Refugee Council operates across complex humanitarian contexts, and this position supports critical backend functions—from procurement and inventory management to office administration and compliance. The role demands attention to detail, strong organizational skills, and familiarity with working in refugee settings and volatile operating environments.

Key Responsibilities

  • Manage procurement processes including preparation of Requests for Quotation (RFQs), collection of supplier quotations, bid analysis, and upload of Purchase Orders into the Agresso system for approval.
  • Draft supplier contracts and receive supplier invoices, forwarding them to the finance department with accurate documentation and payment tracking.
  • Maintain an updated contract management form and coordinate with suppliers to ensure on-time and accurate delivery of goods and services.
  • Oversee receiving and dispatching of supplies and project materials to field offices according to established timelines and procedures.
  • Prepare and submit accurate stock and asset reports to the Country Logistics Officer on schedule; maintain a proper filing system for procurement documents with an organized archive.
  • Ensure the office meets all administrative legal requirements, including tax compliance, government registrations, and licensing within the operational area.
  • Coordinate travel arrangements for staff and visitors, including flight and hotel bookings.
  • Maintain office inventory, equipment, furniture, and fittings; oversee timely payment of utility bills and guesthouse rents for field locations.
  • Monitor generator logs, track daily fuel consumption, and prepare monthly reports; manage vehicle maintenance and payment schedules for office transport.
  • Maintain high standards of office cleanliness and organization; manage tenancy agreements and track expiry dates with advance notification to occupants.

Requirements & Qualifications

  • Bachelor’s degree or higher diploma in Business Administration, Logistics, or a related field.
  • Minimum 3 years of experience in an administrative or logistics role, preferably within a humanitarian or recovery context.
  • Demonstrated experience working in complex and volatile operating environments.
  • Fluency in English, Swahili, and local languages; knowledge of the Kakuma context is essential.
  • Proficiency with procurement systems and financial management tools; familiarity with Agresso or similar accounting software is an advantage.
  • Documented track record of results and measurable outcomes in administrative and logistics responsibilities.
  • Prior experience with international NGOs in a similar capacity is preferred.
  • Strong commitment to NRC policies, handbooks, guidelines, and donor compliance requirements.
