About the Role

Flone Initiative is recruiting a Program Officer to lead and support the implementation of road safety and transport governance projects across Kenya. This full-time position is based in Kenya and sits at the centre of multi-stakeholder coordination work on helmet safety regulation, compliance systems, and institutional frameworks. The successful candidate will manage day-to-day project delivery while engaging government agencies, transport actors, civil society organisations, and development partners on policy reform initiatives.

The Program Officer NGO Job at Flone Initiative offers substantial responsibility in the “Transforming Helmet Safety in Kenya: From Regulation to Market Compliance” project—a flagship initiative aimed at strengthening motorcycle helmet safety rules and compliance mechanisms across the country. You will take the lead on this project while also supporting implementation of other Flone programmes. NGO jobs in Kenya in the transport and public policy sector require strong coordination skills and sector knowledge; this role provides both scope and mentorship to develop them.

Key Responsibilities

  • Oversee day-to-day execution of project activities according to approved workplans, timelines, and donor specifications.
  • Arrange and manage logistics for workshops, consultations, policy dialogues, validation meetings, and multi-stakeholder forums.
  • Monitor implementation progress, track deliverable completion, and flag delays or risks to senior staff.
  • Manage project documentation, attendance registers, meeting minutes, and file organisation systems.
  • Coordinate with Kenya Bureau of Standards, National Transport and Safety Authority, Kenya Revenue Authority, Ministry of Investments Trade and Industry, boda boda associations, county governments, private sector partners, and donors to maintain stakeholder relationships and alignment.
  • Support coordination of National Helmet Wearing Coalition activities and prepare communications, briefs, invitations, and follow-up materials for stakeholder groups.
  • Conduct desk reviews, policy analysis, stakeholder mapping, and data collection; assist in developing policy briefs, technical reports, and advocacy materials.
  • Collect, compile, and analyse project data and indicators; prepare monthly, quarterly, and donor reports; track outcomes, risks, and lessons learned.
  • Support public awareness activities, coordinate digital engagement across social media and partner channels, and document project stories and photographs.
  • Assist with budget tracking, activity expenditure monitoring, activity budgets, payment requests, and procurement processes.

Requirements & Qualifications

  • Bachelor’s degree in Public Policy, Development Studies, Law, Political Science, Transport Planning, International Relations, Project Management, Public Health, or a related discipline.
  • Minimum 3 years of professional experience in project coordination, governance, policy advocacy, road safety, public sector engagement, or development programming.
  • Demonstrated experience working alongside government agencies, civil society organisations, or donor-funded projects.
  • Strong grasp of policy processes, stakeholder engagement approaches, and regulatory frameworks.
  • Proven ability in research, report writing, and project documentation.
  • Proficiency in Microsoft Office Suite and digital collaboration tools; excellent written and verbal communication skills.
  • Strong organisational and time management capability; ability to handle multiple tasks and deadlines; analytical and problem-solving strength.
  • Knowledge of road safety, transport governance, standards compliance, or sustainable mobility is advantageous; knowledge of UN treaty accession processes is valued.
