Roles and Responsibilities:
Human Resource Management:
- Efficiently coordinates actions related to human resource activities, including recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, and training. Ensures consistency in applying UN rules and procedures.
- Defines conditions of service, duties and responsibilities, as well as privileges and entitlements under the Staff Rules and Regulations.
Budget and Finance:
- Takes the lead in preparing and implementing the work programme in collaboration with Project Managers, supported by Programme Management Assistants (PMAs) in ROAf. Ensures financial resources align with the Programme Budget and issued allotments.
- Monitors and reviews the work programme and budget, conducting regular and special reviews to assess progress. Coordinates the production of programme reports.
- Defines requirements and collaborates with systems units to improve budget reporting systems and cost-effective utilization of program resources.
- Develops and implements procedures to ensure accounting and financial management controls align with UN policy and practice.
- Supervises and/or provides guidance on financial administration and management information issues to colleagues and provides supervision for PMAs.
- Offers guidance and leadership to junior staff in administration and finance.
- Collects and analyzes data to identify trends or patterns, providing insights through graphs, charts, tables, and reports using data visualization methods for data-driven planning, decision-making, presentation, and reporting.
General Administration:
- Oversees procurement, billing, receipt of income from various services, operational travel programs, and evaluation of vendor contracts/payment. Reviews adequacy of office and departmental space requirements.
- Identifies office technology needs and oversees maintenance of equipment, software, and systems, coordinating enhancements as necessary.
- Performs other related administrative duties, such as monitoring accounts and payments to vendors and individual contractors, verifying travel claims, and tracking outstanding payments.
- Collects and analyzes data for data-driven planning, decision-making, presentation, and reporting.

Education:
- An advanced university degree in business or public administration, finance, accounting, law, or related area is required. A first-level university degree with two (2) years of qualifying work experience may be accepted.
Work Experience:
- Minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management, or related field.
- Experience with budgetary policies, financial regulations, and rules.
- Proficiency in using an Enterprise Resource Planning (ERP) system, such as SAP or equivalent.
- Experience in drafting responses to audit queries.
- At least two (2) years of experience supervising support staff.
- Two (2) years or more of experience in data analytics or a related area is desirable.
- Experience working in the United Nations common system or similar international organization is desirable.
Languages:
- Fluency in English is required.
- Knowledge of another United Nations language is desirable.
