Job Title

Electoral Temporary Staff – Support Electoral Trainer, Presiding Officer, Polling/Counting Clerk

Job Purpose

The Independent Electoral and Boundaries Commission is recruiting temporary electoral staff to support the effective planning, training, management, and conduct of polling and counting activities during the electoral exercise, in line with electoral laws, procedures, and standards.

Duties and Responsibilities

Support Electoral Trainer (SET)

• Supporting the training of Presiding Officers, Deputy Presiding Officers, and Polling/Counting Clerks on polling, counting, and tallying procedures.

• Preparing training venues, materials, and logistical requirements.

• Supervising lower-level trainers and supporting cascade training activities.

• Assisting the Returning Officer in planning and delivering electoral training programs.

• Implementing approved electoral training plans and schedules.

• Compiling and submitting training reports as required.

• Managing, securing, and distributing electoral training materials.

• Performing Presiding Officer or Deputy Presiding Officer duties when assigned.

Presiding Officer (PO) and Deputy Presiding Officer (DPO)

• Taking overall charge of polling station operations and staff supervision.

• Setting up and demarcating polling stations in line with IEBC guidelines.

• Managing and safeguarding KIEMS kits and related equipment.

• Overseeing voter identification, polling, counting, and result declaration processes.

• Maintaining law, order, and smooth voter flow at the polling station.

• Ensuring accurate electronic transmission of election results and logs.

• Displaying results to agents and posting results at the polling station.

• Communicating regularly with the Constituency Returning Officer.

• Securing and returning all election materials after polling and counting.

Polling/Counting Clerk

• Assisting in setting up polling stations and counting rooms.

• Managing voter queues and guiding voters appropriately.

• Verifying voter eligibility and issuing ballot papers as instructed.

• Supporting vote sorting and counting under the direction of the Presiding Officer.

• Displaying official notices and posters at polling stations.

• Performing additional election-related duties as assigned.

Job Requirements

General Requirements (All Positions)

• Kenyan citizen of high integrity and non-partisan conduct.

• Availability for the full duration of the electoral exercise.

• Residency within the constituency or ward applied for.

Support Electoral Trainer (SET)

• Diploma or Degree from a recognized institution.

• Computer literacy and proven training or facilitation skills.

• Strong people management and coordination abilities.

Presiding Officer / Deputy Presiding Officer

• Diploma or Degree from a recognized institution.

• Computer literacy and basic data computation skills.

• Effective communication and report-writing skills.

• Ability to manage people, sensitive information, and electoral materials.

Polling/Counting Clerk

• KCSE mean grade C- (minus) and above.

• Good character and ability to follow instructions accurately.
