The Norwegian Red Cross is recruiting for a Senior Advisor Public Health position based in Nairobi. Key Responsibilities

  • Deliver technical public health expertise within Norwegian Red Cross-supported operations, ensuring compliance with the Operational Framework 2024-2026 and broader strategic objectives.
  • Assess Public Health in Emergencies (PHiE) roster capacity and competencies; identify capability gaps and coordinate nomination for targeted training programmes in collaboration with International HR and the Global Disaster Management Unit.
  • Support recruitment, onboarding, and continuous engagement of new roster delegates across PHiE and Community-Based Surveillance (CBS) functions to facilitate ongoing professional development.
  • Participate in the Global Disaster Management Unit Task Force to provide technical support during Norwegian Red Cross emergency response operations in health, adhering to established processes.
  • Co-facilitate and support development of epidemiological and public health components within IFRC trainings, including PHiE and CBS ERU courses, working jointly with Regional Offices.
  • Review and adapt technical guidance and tools for CBS and PHiE ERU deployments; conduct pre-selection and profiling of candidates for IFRC surge operations.
  • Deliver technical quality assurance guidance related to public health, including dissemination of relevant technical standards, tools and resources aligned with WHO, SPHERE and Red Cross and Red Crescent Movement protocols.
  • Contribute to IFRC surge planning, health strategy discussions and technical working groups; provide technical briefings and debriefings to institutionalise learnings within Norwegian Red Cross and IFRC systems.

Requirements & Qualifications

  • Advanced degree (Master’s or higher) in public health, global health, or a closely related field.
  • Minimum 5 years of professional experience in humanitarian health programmes, with at least 2 years in an advisory capacity focused on public health emergency preparedness and response.
  • Demonstrated experience managing public health emergency interventions, including disease outbreak response and health impacts of crisis situations.
  • Strong knowledge of international public health emergency standards and guidelines, including WHO, SPHERE and Red Cross and Red Crescent Movement protocols.
  • Epidemiological skills are highly valued.
  • Fluent in English, both written and spoken, with ability to communicate clearly and with authority in technical and non-technical contexts.
  • Ability to analyse complex public health issues rapidly and develop sound, evidence-based recommendations.
