Role Overview

The Curriculum Development Specialist will offer guidance and support to KBEST institutional partnerships in harmonizing Occupational Standards within sub-sectors of the Blue Economy. This includes developing curricula and associated training materials, along with the approval and launch of CBET programs in partner TVET institutions. Some travel within Kenya may be required for this position.

Duties and Responsibilities

The Curriculum Development Specialist will contribute to the development of relevant occupational profiles, qualifications, and curricula in the blue economy sector, particularly in fisheries and aquaculture, tourism (including hospitality/catering), shipping and seafaring, and related trades. Key responsibilities include:

  • Supporting KBEST Occupational Standards (OS) Harmonization partnership in defining required occupational standards and developing associated qualifications, curricula, and training materials.
  • Monitoring progress in KBEST curricula development and providing guidance on regulatory requirements for validation and approval.
  • Assisting in the development of KBEST CBET curricula and providing advisory services to the KBEST project team and institutional partnerships on curriculum-related matters.
  • Establishing connections between KBEST institutional partnerships and industry associations and Sector Skills Advisory Committees (SSAC) for curriculum validation.

Minimum Required Education and Experience

  • Bachelor’s degree in Education, Social Sciences, Marine Engineering, Catering or Hospitality Management, Fisheries and Aquaculture, or equivalent qualification.
  • Diploma in Education, Technical Education, or a Post Graduate Diploma in Education (PGDE).
  • 3 years’ experience in developing occupational standards, qualifications, curricula, and training materials in line with Kenyan TVET Standards.
  • Knowledge of the Kenyan TVET sector, including regulatory agencies.
  • Experience or knowledge in Recognition of Prior Learning (RPL), micro-credentialing, and the development of conversion courses in line with the Kenya National Qualifications Framework (KNQF).
  • Experience in CBET DACUM and the development of CBET curricula, assessment tools, and learning guides.
  • Experience in developing Occupational Profiles and Standards, as well as digital content for CBET curricula.

Preferred Skills, Abilities, Qualifications, and Experience

  • Knowledge of Results-Based Management (RBM) and Logic Model planning and reporting frameworks.
  • Experience in a donor-funded program environment.
  • Strong communication skills in English (written and spoken).
  • Ability to work independently and as part of a team.
  • Flexibility, adaptability, and the ability to manage changing priorities concurrently.
  • Excellent verbal, written, and presentation skills with the ability to articulate information to various stakeholders.
  • Strong analytical abilities and problem-solving skills.
  • Advisory capabilities, coaching skills, adaptability, and a sense of initiative.
